    Kaizen Felsefesi

    İşletmelerde ufak ufak ama sürekli gelişimi ve iyileştirmeleri ilke olarak edinen Kaizen bir Japon felsefesi olup, Japonlar tarafından yaşamlarının her alanında uygulanmaktadır. Batı ülkelerinde Kaizen’in önemi ancak rekabetin yoğun bir şekilde arttığı (ufacık bir ekonomik, teknik vs. gelişimin bile bir işletmeyi diğer işletmelerin çok önüne taşıdığı) yakın dönemde anlaşılmıştır. Kaizen’i tam olarak anlayabilmek için ancak Japonların gözünden bakmak ve onların yaşam mantalitesiyle olaylara bakmak gerekir çünkü Kaizen Japonya da hayatın her alanındadır.

    Kaizen’i dar anlamda tanımlamak gerekirse mevcut sistemdeki veya durumdaki aksaklıkların saptanarak düzeltilmesi, mevcut durumu kökten değiştirmek yerine (yani yeni bir yatırıma gitmek yerine) eldeki sistemin ne şekilde iyileştirilebilineceğinin araştırılarak ufak ufak adımlarla sistemde düzeltmelerin iyileştirmelerin yapılmasıdır. Kaizen’e göre mevcut sistemde her zaman geliştirilecek ve iyileştirilebilecek durumlar muhakkak vardır. Kaizen’in yeni bir yatırımdan ayıran en büyük fark çok fazla kaynak gerektirmemesidir. Fakat yeni yapılan bir yatırımda istenilen sonuca ulaşmak kısa zamanda mümkün olabilirken, Kaizen de istenilen sonuca ulaşmak biraz zaman alabilir.
    Bu açıdan Kaizen’i uygulayacak yöneticilerin sonuç odaklı değil süreç odaklı yöneticiler olması gerekir aksi durumda gerekli sabrı gösteremeyecekler ve Kaizen’in sonuçlarını göremeden uygulamaları başarısızlığa sürükleyeceklerdir. Kaizen bir kişinin başarabileceği bir sistem değildir. Kaizen’in uygulanmasında başarıya ulaşabilmek için hem yöneticiler hem de iş görenlerin el birliği ile çalışmaları yürütmesi ve birbirlerine destek olması gerekir. Kaizen’in asıl uygulayıcıları iş görenler olmakla birlikte başarıya ulaşabilmesinin en önemli öğesi yöneticilerdir. Çünkü yöneticiler çalışanları Kaizen konusunda bilgilendirmeli, onları çalışmaların sonucuna inandırmalı, hedefe yöneltmeli ve sabırla çalışmaların sonucunu beklemelidir.

    Çalışmaların sonucunu işçilerle paylaşmalı onlara neler başardıklarını göstermeli ve başarılarını ödüllendirerek teşvik etmelidir. İş görenler ise Kaizen’i yaşamlarının bir parçası olarak görmeli onu hayatlarının her alanında uygulamayı ilke edinmeli çabalarını esirgememelidirler. Örneğin yere düşen bir vidayı iş görenin üşenmeden yerden alması hem o vidanın kaybolmasını önleyecek yani maliyeti azaltacak hem de temizlik işçisinin harcadığı zamanı kısaltarak iş gücü kaybını önleyecektir. Tabi ki bu çok basit bir örnek olmakla beraber burada anlatılmak istenen tek bir vidanın durumu değil bir fabrikadaki tüm çalışma süresince onlarca işçi tarafından yaratılabilecek bir durumdur. Kaizen’in en büyük özelliklerinden biriside her birey tarafından ve her işletme tarafından uygulanabilir olmasıdır. Örneğin yeni bir yatırım gerçekten her işletmenin yapabileceği bir durum değildir; çünkü yeni bir yatırım genellikle yüklü maliyetleri de beraberinde getirir, buna da her işletmenin bütçesi genellikle yetmemektedir.

    Kaizen de ise çok fazla kaynağa gerek yoktur her işletme tarafından az önce örneklediğimiz ufacık bir işte bile gerçekleştirilebilir. Tabi ki burada işletmelerin en çok düşündükleri soru şu olmaktadır: Kaizen’ile uğraşarak zaman harcayıp ufak ama sürekli gelişimler mi sağlayayım, yoksa büyük paralar harcayıp kısa zamanda büyük paralar mı kazanayım. Buradaki yanıt kesinlikle Kaizen olmalıdır, çünkü marjinal faydaya bakıldığında Kaizen’in daha fazla getiri sağladığı görülecektir. Teknolojinin her geçen gün büyük bir hızla ilerlediği ve değiştiği günümüzde yapılan her yeni yatırım kısa bir süre sonra eski ve de teknolojik duruma düşecektir. Sürekli yeni yatırım düşüncesinde olan işletmeler ise bu durumda sürekli mevcut sistemi yenisi ile değiştirmek durumunda kalacaktır. Özellikle günümüz piyasalarının bu sert ve çetin rekabet koşullarında hiç bir işletme elindeki kaynakları bu kadar rahat kullanamamaktadır.

    Eğer bu işletmeler bir de Kaizen uygulamaları hakkında bilgisiz iseler bir süre sonra yeni yatırım da yapamadıklarından piyasada zor durumlara düşmektedirler; hem ürün kaliteleriyle hem de maliyetleriyle pazarda zorlanmaktadırlar. Burada Kaizen Yönetiminin tamamen yeni yatırım yapılmasına karşı olduğu da anlaşılmamalıdır. Aslında Kaizen ve yeni yatırım iç içe bir olgudur. Yani Kaizen’in bittiği yerde yeni yatırımlar başlamalı, yeni yatırımların bittiği yerde de Kaizen uygulamaları başlamalıdır. Bunun için de yapılacak tüm uygulamaların fayda-maliyet analizlerinin iyi bir şekilde yapılması, bu analizler sonucunda da hangi uygulamanın getirisinin daha maksimum olduğu saptanmalıdır. Bu maksimum durum öyle bir noktadadır ki bu noktada biri biterken diğeri başlar.

    Fakat burada her zaman öncelik Kaizen’e verilmeli sabırla onun sonuçları izlenmeli, gerekli değerlendirmeler ayrıntılı bir şekilde yapıldıktan sonra yeni yatırım kararları verilmelidir. Maalesef ülkemizde henüz büyük işletmeler bile Kaizen bilincini ve Kaizen uygulamalarını yerine getirememektedirler. Ülkemizde Kaizen’i uygulayan işletmelerin sayısı onlarla sayılacak kadar azdır. Küçük ölçekli işletmelerin ise özellikle de kısıtlı imkanlarla hareket ederken Kaizen’i uygulayamamaları gerçekten büyük bir kayıptır. Çünkü ülke olarak hammadde de, teknolojide vs. dışarıya bağımlı olmamız bu tarz uygulamaların önemini daha da arttırmaktadır.

    Kaizen’in tüm işletmelerce iyi bir şekilde uygulanması hem işletme kaynaklarının etkin bir şekilde kullanılmasını, hem ürünlerin kalitesini, hem karlılığı, hem müşteri memnuniyetini, hem işçi-yönetici-işveren iletişimini ve memnuniyetini hem de ülke ekonomisini olumlu olarak etkilemektedir.
