Microsoft Dynamics AX 2012: Agile ERP comes to the UK Public

In a recent post next-generation ERP: the right mix, I featured an article from PRIME magazine that looked at how Microsoft Dynamics AX 2012 was primed and ready to address the needs of chemical manufacturing organizations. Time to switch industries this week and turn our attention to the Public Sector industry and PRIME’s sister publication TOUCH magazine. In this autumn’s edition of TOUCH I co-wrote an article together with Editor-in-Chief, Rebecca Lambert and our UK PMM for Microsoft Dynamics AX, Fiona Nolan about the adoption of Microsoft Dynamics AX 2012 by leading public sector partners and SI’s and some of the opportunities we are seeing in the UK market in particular.

In the last issue of Touch, prior to the launch of Dynamics AX 2012, Charlie Johnson, global industry product director, public sector, Microsoft Dynamics, explained some of the key benefits of the solution for the public sector in particular. Having stated that it’s no secret that government and public sector organisations worldwide are facing significant cost pressures as a result of reduced public funding and revenue shortfalls, he described the latest iteration of Dynamics AX as a breakthrough solution for the industry, citing its ability to offer comprehensive ERP functionality and tackle unique public sector pain points in a cost-effective manner as key differentiators. “Public sector organisations have long experienced inflexible, legacy ERP systems, hindering their ability to support open government, compliance requirements and fiscal accountability,” says Johnson. “Microsoft Dynamics AX 2012 has been built from the ground up to offer rich functionality specifically designed for public sector organisations.” Microsoft’s vision for public sector organisations is one where workers can easily and securely access specific information and tools from a single source in order to perform their individual roles as effectively as possible. In line with this, Microsoft Dynamics AX 2012 has been designed specifically to help users manage finances, procurement, human resources, citizen relationships, funds and grants, and service delivery from a single ERP system, allowing governments to take a unified approach to managing their IT and processes. For example, funding for multi-year grants and projects is managed more easily with configurable budgetary controls that proactively track revenues, expenditures and personnel resources against defined budget objectives.

The solution also helps provide organization wide accountability and increased citizen satisfaction, and helps address accounting requirements issued by the Governmental Accounting Standards Board and International Public Sector Accounting Standards. Because the flexible architecture of Dynamics AX 2012 includes built-in capabilities for multiple industries and supports a wide range of geographic regions, it lets people make quick and easy changes to processes to fulfil the shifting needs of their business, no matter how complex the organisation. In the UK, where public sector cuts have become the mainstay of political rhetoric, local councils are evaluating the benefits of joint ventures and mergers to reduce costs while continuing to improve citizen services, and it is in situations like this that Dynamics AX 2012 comes into its own. For example, South Holland District Council and East Lindsey District Council in Lincolnshire have recently set up a joint services company, Compass Point Business Services, to manage shared customer services, revenues and benefits, IT, human resources and finance across the region. As part of the new set up, the two councils worked with Hitachi Consulting UK to deliver a modern and agile IT infrastructure using Microsoft solutions, including Dynamics AX 2012, Dynamics CRM, SharePoint 2010 and BizTalk Server, that could accommodate all their needs. Explaining why Compass Point chose to implement the Microsoft technology stack, Steve French, vice president, Enterprise Applications at Hitachi Consulting UK, says: “Having taken a visionary approach to delivering services in a cost-effective, efficient manner, Compass Point needed a technology solution that could offer real flexibility and scalability. Microsoft Dynamics AX 2012 is a truly revolutionary product. It delivers rich functionality that meets the specific needs of the public sector, while offering significantly reduced total cost of ownership.”

For the UK market in particular, Dynamics AX 2012′s prebuilt capabilities for the public sector are a key differentiator from other ERP solutions. But, as Fiona Nolan, product manager, Microsoft Dynamics AX UK, explains, it is Microsoft’s ties with local partners to help extend the solution’s functionality even further that makes Dynamics AX 2012 a stand out product. “We work very closely with our partners – they are our route to market and are a crucial element to the success of Microsoft Dynamics AX 2012,” she says. “We involved key public sector customers and partners, to gather information about the way in which they operate to ensure we are addressing the needs of the sector. Our sole purpose is to ensure partners are up-to-speed with the solution prior to its release to market, but are equally given their respective domain expertise. They are an extension of our eyes and ears on the market. We are working closely with a number of partners within this sector, to ensure their success in the market, coupled with ensuring they are bringing relevant business solutions to market.” Of course, each region within EMEA comes with its own unique set of challenges and issues and the UK public sector is no different. “The public sector at present currently faces two main challenges,” says Guy Hodges, director of IT lifecycle services provider for private and public sector organisations, 2e2. “One particular challenge focuses on operational efficiency while another involves improving the service that organisations deliver to the citizen. The challenge is ensuring the balance between cost and service. When we look at service, the government has something called ‘digital by default’ – the more services that councils make available online through the multitude of devices we have, the better the service citizens will receive.” Matthew Payne, associate partner at KPMG, adds: “The single key challenge is to continue to provide services at a lower cost, and this is something that is not going to get any easier as time goes on. The sector has done what it can so far with cost efficiencies but they need to be transformational and to meet long-term targets.

“By involving partners such as 2e2 and KPMG, as well as others including Tribal and Hitachi Consulting, early on in the development process and engaging them in the Dynamics AX 2012 Technology Adoption Programme (TAP), Microsoft has been able to take advantage of their expertise not just on an industry level but also on a geographical level. Nolan says: “A number of our key public sector partners such as Tribal, Hitachi Consulting and 2e2 have all been engaged from an early point on Microsoft Dynamics AX 2012, long before the product was released. You only have to look at the Compass Point solution implemented by Hitachi Consulting to see the potential that an AX 2012 implementation could give while coupled with other technologies like Microsoft Dynamics CRM, SharePoint and BizTalk.” KPMG and 2e2, meanwhile, have embraced Microsoft Dynamics AX 2012 as the core foundation of their offering to customers, complemented with their own industry-specific functionality. Hodges says: “2e2 and KPMG have partnered to bring AX 2012 to the public sector via the cloud. 2e2 brings deep technical understanding while KPMG provides its wide-ranging accounting skills expertise. Following implementation and configuration, this solution will be available on a subscription basis and will be offered through our own data centres in the UK. The offering provides companies with data protection, security and governance.” Explaining the premise behind the partnership, KPMG’s Payne explains: “We have a long heritage in financial management; we are an auditor of many public sector bodies while also having a background in accountancy. Dynamics AX 2012 provides a large amount of public sector capabilities that we then extend to meet the specific needs of some organisations. We’re adding that value to bring an understanding of the public sector in the way that positions AX 2012 as a key part of a broader offering. Our partnership with Microsoft and 2e2 is proving to be extremely powerful.” Partner expertise in the industry is an important part of Microsoft’s go-to-market strategy, and that, combined with the key enhancements in the latest version of Dynamics AX, is enabling Microsoft to deliver its most functionally rich, vertical-specific solution to the public sector.

Nolan explains that usability is a key enhancement to the solution: “This is the first solution to the market in the public sector that fundamentally addresses usability. You can have the most functionally rich ERP solution on the planet but if users aren’t adopting the solution, despite the richness of functionality, the implementation will attract a much higher level of time and cost, and will typically be seen as a failure. This is certainly something we’ve seen with other ERP solutions in the market. Given that we address the fundamental issue of usability at the core, with elements of Windows 7 and Office 2010 built into the framework of AX 2012, we end up with a much more usable solution, enabling faster uptake and happier employees. “If you combine this with a solution that is quicker to implement and built to work with other Microsoft solutions already purchased by our public sector customers, we believe that we are bringing a more cost-effective and flexible solution to market than those previously seen in the UK public sector market,” adds Nolan. “AX 2012 will help increase user productivity, while also helping organisations to reduce software total cost of ownership within the organisation.” As enterprises recognise the limitations of legacy ERP solutions to enable their dynamic businesses, Microsoft Dynamics AX 2012 serves as a highly scalable, yet cost-effective, solution for their operations, subsidiaries or divisions to maintain a competitive edge, while retaining their legacy investment to cover administrative ERP needs at the corporate level. At the same time, large and mid-size companies are looking to Microsoft as a safe haven from current ERP vendors that may not offer clear product road maps or commitment to long-term innovation.

One such customer is the City of Redmond in the US, which chose to replace its JD Edwards system because it couldn’t support the city’s operations, was hard to use and caused concerns about continued support. The City of Redmond implemented Microsoft Dynamics AX 2012, significantly improving operations, user satisfaction and efficiency. City employees are now provided with transparent, relevant and rich information so that they can provide innovative services to their citizens. Payne is keen to highlight the benefits Dynamics AX can bring to organisations in the UK. He says: “I think Dynamics AX 2012 will significantly benefit organisations from a cost perspective. It is definitely one of the most exciting product launches in the business space that we’ve seen for a number of years. For partners, Microsoft has hit the mark by providing a complete system that can compete with the traditional ERP vendors in this space.” Hodges adds: “Some of the large monolithic ERP solutions that currently exist are incredibly expensive and almost impossible to change quickly. They are also significantly limited by lack of integration. Now, many CFOs and business users are taking note of what Dynamics AX can do to improve their day-today operations. Training staff on Microsoft technology is easier too, as most people have knowledge of the Microsoft productivity suite. Dynamics AX 2012 is a great fit for the next generation of workers coming into the sector. This is the most exciting opportunity for Microsoft and its partners in a long time.”

Daha basit bir anlatımla, dünyanın, AB'nin bizden beklediği, değişimin en önemli bölümünü hayata geçirecek bir araç olacak. Bu noktada, BASEL II'nin hayatımızda yaratacağı değişimin, Türkiye'de her şartta yaşanacak olduğunu da belirtmekte fayda var.

    Öte yandan, yapılacak düzenlemelerin 'KOBİ'ler ile diğer şirketler arasında bir ayrımcılık yaratacağı' izlenimine de kapılmamalı. Bu noktada en önemli husus, yönetim yapıları ve mali yapıları farklı olan firmaların, bundan sonra bankalar tarafından 'aynı yaklaşım altında' inceleneceği. Basel II ile gelecek olan değişime uyum sağlayamayan ve değişimi yönetemeyen firmaların kredi maliyetleri artacak. Değişimi yaşayanlar ise, tam tersine diğerlerine göre avantajlı bir duruma sahip olacaklar. İşte bu da bardağın dolu tarafı!

    ERP Sistemlerinde Stok Kontrol Sistemi

    Bir üretim sisteminde üretilen mamule dolaysız veya dolaylı olarak katılan bütün fiziksel varlıklar ve mamulün kendisi stok kavramı içerisinde düşünülebilir. Stoklar, döner sermayenin bağlı bulunduğu iktisadi kıymeti olan ve bir sermaye yatırımı olarak kabul edilen fiziksel unsurlardır.


    Genel anlamda stok, üretilen veya satın alınan ve kullanılmak için bekletilen malzemedir. Ekonomik değeri olan, atıl kaynaklar olarak tanımlanan stoklar, birçok işletmede büyük yatırımları temsil ederler. Çoğu zaman stok ve envanter sözcükleri birbirlerine yakın anlamda kullanılmıştır. Ancak bu iki kavram özde farklılık taşır. Stok, somut olup, belli bir sınıra sahip, birikmiş bir düzeydir. Envanter ise, bir birime sahip ölçülmüş stok büyüklüğüdür ve muhasebede genellikle yıl sonlarında yapılan fiziksel sayım yolu ile stok tespiti anlamına gelir. Envanter aynı zamanda işletmenin sahip olduğu malların ve servetin gerekli özellikleri ile birlikte gösterildiği ayrıntılı bir listenin hazırlanmasını ifade etmektedir.


    Stok’ un, iktisadi yönden bir tarifini vermek gerekirse: “ Ekonomik değeri olan, atıl bir kaynaktır ” diyebiliriz. Bu tarif analiz edildiğinde, şu unsurlar görülecektir: Bu kaynak içinde talep vardır. Talep, stoktan yapılan çıkışlarla karşılanmaktadır. Stoklar ise, yeni girişlerle beslenmektedir. Stokları, bir diğer şekilde şöyle tanımlayabiliriz: Eksiksiz, tahmine dayanan bir ekonomide, zorunlu bir yatırım olup, değişen bir talep veya tam tersi, mevsimlik karakterdeki doğal kaynaklar aracılığıyla karşılanan, devamlı bir talep karşısında, muntazam bir üretimi, süratli ve düzgün satın almayı sağlar. Başka bir deyişle stok, gelecekteki ihtiyaçları karşılamak için, en iktisadi olan stok miktarlarının, işletmenin üretim, satış ve mali durumu da dikkate alınarak belirlenmesini ve stok miktarlarının sürekli kılınmasını kapsar.

    - Stok Bulundurma Nedenleri
    Stok bulundurmanın üç nedeni vardır:
    1. Faaliyetin düzenli sürdürülmesi
    2. Emniyet
    3. Spekülasyon

    Genel olarak; mamul mallar, yarı mamuller ve hammadde diye üç sınıfa ayrılan stoklar, çeşitli görüş açısından farklılıklar gösterirler. Çeşitli faaliyetler için zamana ihtiyaç olması, talebin değişebilirliği, belirsizlik şartları, işletmenin kapasitesi, stokların oluşmasının ana nedenlerindendir. Üretim sürecinde malzemeler, çeşitli üretim kademelerinde değişik işlemler görmektedir. Bu ise, üretim sistemini dengelemek, daha açık bir deyimle, kademeler arasındaki farklı üretim hızlarının oluşturacağı aksaklıklar veya sistemin bir kısmında meydana gelebilecek arızalardan, sistemin tamamının etkilenmesini önlemek için, yarı mamul stoklarının ortaya çıkmasına neden olmaktadır.

    Diğer taraftan, son talebin belirlenmesi, yöneticileri tahminler yapmaya yöneltmektedir. Ancak, tahmin edilen talep ile, gerçekleşen talep arasındaki farkların meydana gelmesi, kaçınılmaz bir sonuçtur. Geleceğin belirsizliği nedeniyle, üretimin kesilmesi ve bunun sonucunda, üretim araçlarının atıl bırakılması, fiili ve potansiyel satış olanaklarının kaybedilmesi gibi risklerle karşı karşıya kalınabilir. Bu nedenle, gerçekleşen ve talep edilen arasında farklılık olması normaldir. Bu farklılığı ortadan kaldırmak, stoklarla olur. Bu ifadesi ile stoklar, talep tahminindeki yanılmaların ortaya çıkardığı zararları, minimum kılan unsurlardır. Mevsimlik dalgalanmaların geçerli olduğu piyasalarda, denge unsuru olarak stoklara ihtiyaç vardır. Müşteri talep düzeylerinde değişkenlik, üretimden ziyade, stoklar aracılığıyla karşılanır. Aynı şekilde, malın üretiminin mevsimlik olduğu durumlarda da, devamlı ve düzenli bir seviyede olan talebin karşılanabilmesi için, üretim devresinde bütün dönemin talebini kapsayacak ölçüde üretim yapmak, bunu stok olarak bulundurmak ve talep edildiğinde, piyasaya sunmak gerekir. Hammaddelerin ve satın alınan diğer malzemelerin stoklanması ise, bütün miktarlarda satın almanın avantajlarını elde etmenin, herhangi bir nedenle aksamasından doğacak riskini, azaltmak gibi nedenlerle gerekli olabilir.

    - Stokların Faydaları
    Stoklar rasyonel esaslara göre faaliyet gösteren ve iktisadi düzende, fonksiyonunu gerektirdiği gibi yerine getirmek isteyen işletmeler için, kaçınılmaz bir unsurdur. Stok bulundurmadan çalışan işletme, stok bulundurarak çalışan işletmeye göre, daha az kârlı ve daha çok masraflıdır. Stok bulundurmadan faaliyet gösteren bir işletme, tahmininin üzerinde bir taleple karşılaştığı zaman, ilave teçhizat ve ilave işgücü bulmak zorunda kalacak, stok tükenmesinden doğan, fiili ve potansiyel talebin kaybı ile karşılaşacaktır. Doğuş nedenleri ne olursa olsun, stoklar fayda sağlayan unsurlardır. Stokların sağladıkları bu faydalar, stokların üretim ve pazarlama faaliyetlerini, birbirinden ayırma fonksiyonuna bağlanmaktadır. Malzeme stoklarının temel fonksiyonu, üretim – dağıtım – tüketim zincirinde, birbirini izleyen kademelerin uyum halinde çalışmasını sağlamaktır.

    Stoklar, işletmelerde üretim seviyelerinin düzenli olmasını sağlar. Talep miktarı ile, tedarik süresindeki dalgalanmalar, üretimi aksatarak, makine ve teçhizatın atıl kalmasına neden olur. İşletme, stok bulundurarak, üretimin duraklamasından doğacak bu zarardan, kendisini korumuş olur. Ayrıca, teçhizat ve işgücünden de, daha rasyonel olarak yararlanır. Yine stoklar sayesinde, üretim ve tedarik işlemlerinin en az masrafa sebep olacak miktarlar halinde, düzenlenmesi sağlanmış olur.

    İşletmenin ürettiği mala yönelen talep, önceden tahmin edilen dalgalanmaları gösterdiğinden, ek kapasiteye ihtiyaç duyulmadan, stoklar yardımı ile talepteki artışlar karşılanabilir. Stoklar, talep tahminlerinin hatalı olmasından doğacak sonuçları hafifletir, tüketicilere kısa zamanda ve üstün bir seviyede hizmet temin eder.

    Stokların sağladığı faydaları, prodüktivite ve rekabet gücünü arttırıcı etkileri bakımından, iki grupta düşünebiliriz. Buna göre stoklar, perakendeciyi, toptancıyı, üretim faaliyetleri içinde çeşitli safhaları ve tedarik kaynaklarını birbirinden ayırır. Dolayısıyla, üretim faaliyetlerinin verimi artar, talebin zamanında karşılanması sağlanır. Talebin zamanında karşılanmasının, işletmeye sağladığı fayda, talebin zamanında karşılanmaması halinde ortaya çıkacak kayıplarla belirlenir. Bu kayıplar, kısa vadede karşılanamayan satışların, dolayısıyla satış kararlarının kaybı, uzun vadede, müşterilerdeki güvenin zayıflaması kaybıdır.

    Endüstri işletmelerinde, girdi kalemi olarak stoklar, üretim faaliyetlerinin, daha düzenli şekilde devamını sağlar, üretim kapasitesinin, daha verimli kullanılmasını mümkün kılar, üretim faaliyetlerinin minimum maliyete sebep olacak şekilde planlanmasını ve bunun bir sonucu olarak da, toplam maliyetlerin, minimum düzeyde seyrini gerçekleştirir.

    Stoklar, sağladıkları faydalar nedeniyle, tasarruf unsurlarıdır. Ancak, stokların aynı zamanda maliyet nedeni olmaları, sağlanan bu tasarrufların, stoklardaki artışlarla, doğrusal bir ilişki içinde artmadığını gösterir. Bu durumda, stoklara ilave edilen, her birimin sağladığı marjinal tasarruf, azalarak artar ve belli bir ölçüden sonra, stoklarla ilgili maliyetler, stoklardan sağlanan tasarrufları aşar. Rasyonel davranmak isteyen bir işletme, stokların sağladığı tasarruflarla, sebep oldukları maliyetler arasında, ekonomik bir denge kurmak suretiyle, kendisine minimum maliyete sebep olacak, stok seviyelerini tespit etmek durumundadır. Aslında stok kontrolünün esas gayesi, belirli bir stoku elde bulundurmak veya bulundurmamaktan doğan maliyetleri, minimum kılmak başka bir deyişle, elde stok bulundurmakla doğacak maliyetlerle, bulundurmamaktan doğacak kayıplar arasında, bir dengenin sağlanmasına çalışmaktır.

    - Stokların Sınıflandırılması
    Stoklar farklı durumlarda ve farklı amaçlarla elde bulundurulur ve stok terimi ile anlatılan unsurlar, aynı karakterde değildir.     Bilişim Teknolojileri ile ERP Yazılımlarının Seçimi - ERP Seçmek


    Özet: Günümüzde hızla artan rekabet ortamı işletmenin bilgi teknolojileri ile yönetilmesini, ERP (Kurumsal kaynak planlaması) konusuna güncel yatırımları gerekli kılmaktadır. Ancak yeni bir yatırımın beraberinde bir takım problemleri getirmesi kaçınılmazdır. Karşılaşılacak problemleri azaltmak için yazılımın seçiminden kurulmasına kadar bazı sorulara cevap aranmalıdır.Bu tebliğde ERP yazılımlarının seçiminde göz önüne alınacak kriterler irdelenmiştir.

    A- Giriş
    ERP (Kurumsal Kaynak Planlama) yazılımları gittikçe daha çok işletmenin ilgisini çekmektedir. Fakat ERP hakkında karar vericilerin kafalarının karışık olduğu kolaylıkla söylenebilir. ERP yatırımına ihtiyaç var mı, varsa hangi yazılım seçilmeli soruları temel sorulardır. Kararın mali boyutu ve stratejik boyutunun yanı sıra çözüm sunan firma çokluğu konuyu karmaşıklaştırmaktadır.

    B- İşletmelerin ERP Yazılımına İhtiyaç Nedenleri
    İhtiyaçlar üç başlıkta, mevcut sistemin yetersizliği (rekabet gücündeki kayıplar), işletmenin kendi sektörüne ve diğer sektörlere entegrasyonu ve uzun vadeli planlar ile incelenmeli ve şu sorular sorulmalıdır Kobu (1996) :

    1.Mevcut sistemden memnuniyetsizlik (rekabet gücündeki kayıplar),

    2. İşletmenin kendi sektörü ve diğer sektörlere entegrasyonu,

    3. Geleceğe yönelik planlar.

    C- ERP Sistemi Satın Alırken Dikkat Edilmesi Gerekenler
    Bir kurumsal sistem olan ERP' nin satın alınması, kurum içinde bir ERP projesi açılması eskiden de zor bir işti, fakat artık iyice zorlaşmıştır. 1990'ların ortalarına kadar, bir kurum içindeki temel iş fonksiyonları olan, finans, insan kaynakları, üretim, satış ve dağıtım gibi işlevleri tümleştirerek, kurum içindeki temel bazı gereksinimleri sağlayan ERP sistemleri, günümüzde, yukarıda belirtilen işlevlerin yanına gelen e-ticaret, portal'ler, CRM (Customer Relationship Management)Müşteri İlişkileri Yönetimi, BI (Business Intelligence)İşletme Zekası, Web temelli kendi kendine hizmet, Internet tabanlı satın alma, APS ( Advanced Planning & Scheduling)İleri Planlama ve Çizelgeleme gibi yeni uygulamalarla daha da genişlemiştir.

    1)Odaklanmalı Şirketler iş hedeflerini belirlemelidir. Bu hedefler, hızlı gelişme, daha iyi müşteri hizmeti, daha iyi kalite veya daha düşük fiyat gibi belirgin şeyler olmalıdır. İşte bu tür hedefler şirketin yazılım seçim sürecini yönlendirmelidir. Anahtar iş hedeflerinin seçilmesi, ilk olarak hangi ERP yazılım alanında gerçeklemeye girişileceğini belirler. Tüm alanlarda top yekun gerçeklemeye girişilmesi önerilmemektedir. Bu önerinin aksine davranan bazı örnekler varsa da, uygulamaların birer birer gerçeklenerek işletime sokulması en az riskli ve en emniyetli yaklaşımdır.

    2)Stratejik Düşünmeli Stratejik düşünmeyen şirketler konuya dar bakış açısı ile bakanlardır. İşletme çalışanları, hem veri seviyesinde hem de iş süreçleri seviyesinde birbirine bağlı olarak çalışan uygulamaların kritik öneme sahip olduğunu az çok fark etmektedir. Bu yüzden şirketler, belirli bir alanda kullanılan bir uygulamanın, diğer bir alandaki işleri nasıl etkilediğini analiz edebilmelidir. Örneğin bir şirket bir e-ticaret sitesi açmaya, çağrı merkezini CRM yazılımı ile tümleştirmeye ve ticaret yaptığı iş ortakları için Web üzerinden kendi kendine servis alabilme uygulamaları gerçekleştirmeye karar vermiş olsun. Belirtilen her bir alan için yapılması gereken şeylerin muazzam boyutu nedeniyle, her bir konuyu ayrı birer proje olarak ele almak uygun olacaktır. Bununla beraber şirket, bu projelerin bir biriyle ilintisini analiz etmelidir. Şu tür sorular gündeme gelecektir: ilk proje ikinci ve üçüncü projeleri etkileyecek midir? Eğer konuya bu şekilde bakılmazsa, daha sonra ortaya çıkabilecek umulmadık noktalar, sonraki projelerin başarısını tehlikeye atarak, hata yapılmasına ve dolayısıyla para kaybedilmesine yol açabilir Taylor (1990).

    3) Her Bir Yazılımın Zayıf ve Güçlü Yanlarını Anlamalı, Yazılım satın alma işine girişmeden önce, her bir üreticinin ortaya koymaya çalıştığı, en temel önermenin ne olduğunu belirlemek, bu önermelerin ne anlama geldiği ve gerçekliği anlamaya çalışmaktır. Bunlar, her bir üreticinin kendi güçlü yanlarıdır. Bu önermelerin, üreticinin vermek istediği mesajların değeri, oldukça fazla olabilir.

    Müşteriye düşen, her üreticinin iddia ve önermelerini iyi düşünülmüş sorularla sorgulamaktır. Aksi halde yola çıktıktan kısa, orta veya uzun bir süre sonra, umulmadık şeylerle karşılaşılabilir. Özellikle gelecekteki terfi işlemlerinde sorunlarla karşılaşılmaması isteniyorsa, geri plandaki tümleşimin nasıl bir mekanizma ile gerçeklendiği ve desteği gibi konulara yeterli analiz zamanı ayrılmalıdır. Tümleşimin, "yığınsal(batch)" işlemle mi yoksa, gerçek zamanda veri değiştokuşuna olanak sağlayan "mesajlaşma mimarisi" ile mi sağlandığına yönelik sorular sorulmalıdır.

    4) Açık Teknolojilere Bakmalı, Eğer bir teknoloji ne kadar üreticiye özgü ise, tümleşim işleminin de o kadar zor olduğu söylenebilir. Bu nedenle, yazılım üreticileri yıllar süren savaşlardan sonra, ürünlerin birbiriyle kolayca konuşmasına imkan tanıyan açık standartları benimsemeye başlamışlardır. Bu gelişmede etkenlerden birisi, Microsoft'un ortaya çıkardığı işletim sistemleri ve mimarilerdir (CORBA'ya karşılık DCOM, Java'ya karşılık ActiveX kontrolleri gibi). Internet için geliştirilen standartlar, doğası gereği zaten "açıktır" ve bu standartlar tümleşim işlemini eskiye göre daha fazla kolaylaştıracaktır. Farklı uygulamalar arasında veri değiş tokuşuna olanak tanıması ile XML teknolojisi bu alanda atılmış en önemli adımlardan birisidir. O halde satın alacağınız ürünün XML dilini destekleyip desteklemediğini öğreniniz. Desteklemiyorsa, o ürüne biraz daha uzak durulmalıdır.

    5)Teknolojiyi Hızla Gerçekleştirebilmek için Hızlı Davranılmalı, Geçmişin yazılım seçme ve satın alma kuralları, günümüzde geçerli değildir. Şirketler, bir teknolojinin kendisini kanıtlayana kadar bekleyip, teknolojiyi ondan sonra lisanslama lüksüne sahip değildir. Rekabetçi, küresel ekonomi düzeni son derece hızlı, çevik olmayı gerektirmektedir. Bu çeviklik, yazılım geliştirmede de yeni "çevik yöntemlerin" arayışı ile sürdürülmektedir.

    Örneğin, Web sitelerinden gerçek zamanda, etkileşimli sohbet olanağı sağlayarak, müşteri hizmet desteği sağlayan ürünler kullanan üretim şirketleri, sadece geleneksel kanalları kullanarak satış yapan ve destekleyen şirketlere göre daha rekabetçi bir düzeye sahiptir. Buna karşılık hızlı olmak uğruna, denenmemiş yepyeni bir teknolojiyi satın almanın da kendi sorunları mevcuttur: Acaba üretici 3 yıl sonra hala iş dünyasında olacak mıdır? Acaba üretici yeterli tecrübeye sahip midir? Acaba üretici kurumsal anlamda, profesyonel kalitede hizmet sağlayabilecek midir? Anlaşılacağı üzere, bir şirket bu ölçekte bir ürün satın almadan önce, bunun gibi daha bir sürü soruyu sorarak, riskleri azaltmalıdır. Buna karşılık, yeni yaklaşımlar, eskinin aşırı tutucu davranışları gibi olmamalı, şirketler yeniye karşı daha cesur olmalıdır Radding (1999).

    6) Kararlarınızı Üreticinin Takvimine Değil, İşletmenizin Takvimine Dayandırılmalı Sözünü ettiğimiz yeni genişletilmiş uygulamaların, geleneksel ERP fonksiyonları ile tümleştirilmesi zaman alacaktır. Bu durumda, üreticiler ürünlerinin henüz hazır olmadığını ve belirli bir tarihte hazır olabileceğini belirtebilir ve müşteriye beklemesini önerebilir. Satın alıcı şirketler yaklaşımlarını kendi takvim ve hedeflerine göre ayarlamalıdırlar. Rekabetçi olabilme koşulları, beklemeyi mümkün kılmayabilir.

    7) Yazılımın Güncellemesi - Terfi Ettirilmesi, İlk defa ERP sistemi satın alacak şirketler, en son yazılım uyarlamasının getirdiği yeniliklerden yararlanabilme olanağına sahiptir. Buna karşılık mevcut bir ERP sistemine sahip şirketler, yeni nesil bir ERP sistemine terfi etmeye karar verdiğinde, bir yol ayrımı ile karşı karşıya kalır.Genel olarak bir ERP sistemi içinde mevcut olan CRM gibi yeni uygulamalar, yazılım paketinin en son uyarlamasında mevcuttur. Yeni özelliklerin, yazılımın eski versiyonları ile geriye doğru uyumlu olması olasılığı yüksektir. Fakat, bu özelliklerin eski yazılımlarda çalışabilmesi sınırlı olacaktır. Yani, yeni yazılımlar belirli bir tarihten önceki daha eski yazılımlarda çalışmayacaktır. Bu durumdaki müşteriler eğer yeni nesil ERP özelliklerinden yararlanmak istiyorlarsa, yazılımlarını sadece güncelleştirmekle yetinemiyeceklerdir. Bu durumdakiler, ellerindeki yazılımları ilgili tarihteki yazılıma terfi(upgrade) ettirmek durumundadırlar. Genel olarak bu işlem normal bir güncelleştirmeye göre daha pahalıya mal olur. Son bir nokta olarak, yeni nesil bir ERP sistemine geçilmesi ile birlikte, aşağıda belirtilen noktaların da gündeme geleceği büyük bir olasılıktır:

    - İşletmeye radikal bir biçimde yeni bir yazılım getirilmesi, kullanıcıların kapsamlı eğitimini gerekmektedir. Bu durum hem günlük işlerini yürüten hem de yeni bir sistemi öğrenmeye çalışan kullanıcıların kafasını karıştırarak, iş veriminin büyük oranda düşmesine yol açmaktadır. * Terfiler sonucunda, örneğin anaçatı tabanlı bir sistemden C/S (istemci/sunucu) türünden bir sisteme, hatta 3 katmanlı bir mimari kullanan tümüyle Internet tabanlı bir sisteme geçilmesi gerekmektedir. * Yeni donanım(bilgisayar, vs.) satın alınması gerekmektedir.

    - Dış danışmanlarla çalışılması ve/veya yeni personelin işe alınması gerekmektedir Buckhout, Frey, Nemec (1999).

    8)Yazılım Seçimde Yapılması Gerekenler, Yazılım seçimde yapılması gerekenler şu şekilde sıralanabilir;

    1. Tüm birimlerin yöneticilerinin yer alacağı bir değerlendirme kurulu kurulmalıdır.

    2. Dünya ve Türkiye ERP pazarındaki eğilimler izlenmelidir.

    3. Değerlendirilecek yazılım/firmalar üç adet ile sınırlandırılmalıdır.

    4. Yazılımın yerli muhasebe mevzuatına uygunluğu için bağımsız danışman şirketlerden alınmış onay mutlaka aranmalıdır.

    5. Her birim kendisi için en kritik (olmaz ise olmaz): detayda incelenmesi gereken 10 madde/işleyişi belirlemeli ve bunlar satıcı firmalara iletilmelidir.

    6. Satıcı firmalardan birer günlük tanıtım alınmalıdır. Satıcı firmaların yapacakları tanıtım öncesi işletmeyi tanımaları için bir günlük ziyaret planlanmalıdır.Tanıtım daha önceden belirlenen kritik işleyişleri içermelidir.

    7. ERP çözümü sunan firmaların incelenmesi sırasında taleplerin standart yazılım ve yürürlükteki sürüm ile karşılanıp karşılanamayacağına dikkat edilmelidir. Satıcı firmanın mevcut standart yazılım ile kapsanmayan talepler için ek yazılım yazılabileceği veya taleplerin çıkacak yeni sürümde karşılanacağı önerileri olmayan bir sistemin satın alınması anlamına gelmektedir.

    8. Firmaların sunduğu referans listesinde bulunan işletmelerin proje yöneticileri ile telefon görüşmesi yapılmalıdır. Yazılımı satın alan fakat implementasyonu gerçekleştiremeyen firma var ise bu firmaların ilgili yöneticileri ile görüşülmelidir.

    9. Her yazılım için kullanıcı firmalar ziyaret edilmelidir.

    10. Danışmanlık desteği en önemli konudur. Satıcı firma veya çözüm ortaklarının tecrübeli (en az iki implementasyon veya 2 yıl) danışman kadrosuna sahip olmasına önem verilmelidir.

    Tüm bu noktaların göz önüne alınması ile, yeni nesil ERP sistemlerine giden yolun biraz zor bir yol olduğu söylenebilir.

    Kurumsal Kaynak Planlamasının Temel Fonksiyonu Nedir?



    ERP (Enterprise Resource Planning-Kurumsal Kaynak Planlaması) bir ticari yazılım paketinin bir işletme yapısına uygulamasıdır. Temel amacı bu yazılımın uygulaması ile sağlanan veri akışı sayesinde sisteminin bütünleştirilmesinin sağlanmasıdır. Bu birçok işletmenin ERP’den beklediği en kritik ve en önemli fonksiyondur. İşletmelerce bu böyle algılanıp değerlendirildiği sürece başarılı ERP projeleri gerçekleştirilebilir.

    Bu yazıda ERP’nin bütünleştirme fonksiyonunun içsel ve dışsal olarak kısaca değerlendirilmesi yapılacaktır.

    Günümüz işletmeleri ulusal ve uluslararası açıdan dağınık yapılar gösterdikleri için daha çok bütünleştirme için çaba göstermektedirler, diğer öncelikli hedefte proseslerini değişen talepleri karşılamak için daha esnek, kolay uyarlanabilir ve etkin kılmak şeklinde ortaya çıkmaktadır. Bu anlamda işletmelerin yalnızca doğru ve güncel bilgi ihtiyacını karşılamakla yetinmeleri söz konusu değildir. Bugünün başarılı işletmeleri mükemmel tedarik zincirini, müşteri ilişkileri yönetimini, elektronik ticaret gibi gelişen özelliklerden etkin olarak yararlanmak durumundadırlar.

    Klasik anlamda organizasyonlarda bulunan değişik birimler kendilerine ait fonksiyonları yerine getirirler ve bu esnada ihtiyaç duydukları bilgi yapılarını kendi birimlerine özgü formatlarda oluştururlar. Bu oluşturulan sistemler paylaşabilmelerine karşın gerçek anlamda bütünleşik değildirler. Bu sistem narin ve dar köprülerle birbirlerine bağlanmış bir adacıklar ülkesini andırır. Bu köpülerde zaman zaman trafik sıkışır hatta durur, köprüler kopar, bir yerlere ulaşmak için uzun yollar kat edilmesi gerekebilir, ihtiyaçlar zamanında karşılanmaz. ERP öncelikle bu temel problemi çözmeyi amaçlar, ve ERP’nin başarısı genel olarak kanıtlanmıştır.

    Başarısızlıkların birçoğunda karşılaşılan en önemli problemlerden birisi ERP’nin bu temel fonksiyonun kaçırılması veya anlaşılamamasıdır. Bazen de yönetimin böyle bir paylaşımı büyük bir avantaj olarak görememesidir. ERP projesi başlatan işletmelerde öncelikle üst yönetimin entegrasyonu (bütünleşmeyi) sistem ve yazılım açısından tam bir hedef birliği içinde benimsemesi gereklidir. Bu hedef birliği doğrultusunda proje tasarımı yapılmalı ve bilgi bütünlüğünü oluşturan sistem kurulmalıdır.

    Bu bütünleştirme dördüncü kuşak diller, ilişkisel veritabanı, müşteri hizmet birimi mimarisi, grafik kullanıcı ara yüzü bilgisayar destekli sistemler gibi unsurlar ile sağlanabilir. Bu bütünleştirme ERP projesinin uygulandığı işletmeye, veri toplama araçlarına, uygulanan ve ihtiyaç duyulan teknolojiye göre farklılıklar gösterecektir.

    Yeni teknolojiler ve iyi tasarımlarla istenen düzeyde bütünleştirme firma içi ve firma dışı olarak iki ana grup sağlanır. Firma içi bütünleştirmede, mühendislik ve atölye veri toplama sistemleri, firma dışında satıcı müşteri ilişkisini sağlayan elektronik veri sistemleri kullanılabilir.

    Firma dışı bütünleştirmelerde ise, uygulamalarda coğrafi olarak farklı yerlerde bulunan fabrikaların, bunların tedarikçilerinin ve dağıtım merkezlerinin ve dağıtım merkezlerin eşgüdümlü olarak planlanması sağlanmalıdır. Bu anlamda hangi müşteri hangi dağıtım merkezinden faydalanacak, tüm fabrikaların malzeme ve hizmet ihtiyaçlarının nereden karşılanmasının uygun olacağı, fabrikaların elinde bulunan makine, malzeme, işgücü, enerji, bilgi ve benzer kaynaklarının nasıl eşgüdümlü ve ortaklaşa olarak kullanılabileceği belirlenmiş olmalıdır. Böylece bir siparişin en kısa sürede, istenen kalite, istenen maliyetle karşılanabilmesi için tüm bağlı işletmelerin kaynaklarının kapasite ve kabiliyetlerinin kullanılabilmesi gerekmektedir.

    İşletmeler açısından bahsi geçen temel fonksiyonun işletme kaynak ve kabiliyetlerinin en etkin şekilde kullanılabilmesi gerçeği göz önünde bulundurularak başarılı bir kurumsal kaynak planlaması uygulamasının amacı ve bunu sağlayabilecek yazılım ve uygulamasının izleyen fonksiyonları yerine getirebilmesi gerekmektedir.

    MRP II den sağlanan tüm verileri bütünleşik sistemde yararlı ve kontrollü biçimde kullanabilecek şekilde sunabilmeli ve uygulanabilmelidir. Tüm uygulamalara istenildiği anda ve istenen noktada ulaşım kolaylığı sunmalıdır. Kurumsal kaynak planlaması uygulaması ile işletme işini daha iyi, daha kaliteli, daha hızlı yapabilmelidir. Bir karar destek sistemi olarak hata yapmayı önlemeli ve işletme için zararlara neden olabilecek konularda güvenilir veriler sunabilmelidir. Karar verme öncesinde değişik alternatifleri sunup bunları kıyaslamaya imkân sunmalıdır.

    Bu bilgiler ve özet değerlendirmeler sonucunda kurumsal kaynak planlaması için temel fonksiyonun sistemi istenen düzey ve teknolojiyle içte ve dışta bütünleştirme olduğu belirtilebilir. Bu çerçevede bir ERP projesi uygulamasında, bir işletme için gerekli yazılım ve modüllerinin doğru bir şekilde seçilmesi ve bunların anlamlı ve etkin bir şekilde uygulanması gerekmektedir.

    Sonuç olarak bir kurumsal kaynak planlaması projesi uygulamasında yazılım, danışmanlık, işletme üçgenin elemanlarını en iyi şekilde seçilmesi, seçilen bu elemanların en iyi şekilde tasarlanması, tasarlanan bu sistemin başarılı bir şekilde uygulanmasıyla ancak başarıya ulaşılabileceği unutulmamalıdır.
